“We’ve normalized the idea that a rural town can just be left in the lurch if that’s what happens because of economic activity. We’ve gotten used to the idea of a plant closing, everybody losing their jobs, and the town descending into a state of socioeconomic despair. My argument is that we shouldn’t say that’s normal. We could be making different decisions right now as a society, and we could be managing these economic transitions much more proactively, responsibly, and humanely.” Ann Eisenberg, West Virginia University College of Law
