In rural policy, a relatively new area of development is programming to encourage rural law practice. A few states have established programs, and quite a few more states have discussed (sometimes repeatedly) whether to adopt programs. One open question remains which institution is best situated to administer a program that recruits and retains rural lawyers. Because of lawyer licensing happens at the state level, this type of program is not well-suited to federal administration, removing some of the frequent flyers in rural program administration. This presentation will address the options available for program administration, taking into account institutional capacities in regards to serving rural communities and promoting professional fairness.
