This research was funded through a Farm Service Agency request for proposals (RFP) and subsequent grant award prompted by a lawsuit in which the National Wildlife Federation (NWF) successfully challenged the FSA’s implementation of a rule based on a 2002 Farm Bill amendment that loosened restrictions on haying and grazing on CRP-enrolled lands. These changes were viewed as detrimental to nesting grassland birds. To address this issue we conducted interviews with three sets of stakeholders: state conservationists, landowners enrolled in CRP and environmental group representatives about their knowledge and attitudes toward emergency haying and grazing policies and practices as administered by the Farm Service Agency.
